Adopting a Child from Russia
ALW works in partnership with Christian World Adoption (CWA) to find families for children in Russia. CWA has had a Russia program since 1992 and will provide all in-country services. ALW is a contracted local service provider with CWA. Please also visit CWA’s website at www.cwa.org.

Who Can Adopt?
Married couples and single women may adopt. Prior divorce is acceptable, and there are no restrictions regarding the number of children in the home. Russia is quite lenient regarding the ages of parents. They consider the mother to be primary caregiver and so the age of the mother is the primary factor in granting approval to adopt.

Who Are the Children?
Both boys and girls age 9 months and older are available at referral age. Families can adopt one child, siblings, or two unrelated children. If adopting unrelated children, at least one child must be age 25 months or older at referral time.

After you are in Russia and meet the child chosen for you, if you decide not to adopt that child, then you may ask to see another child. If a child is available within the parameters of your paperwork, you will be referred the child. Limited medical information on the child may be provided. You can send information back to a physician via fax or email and receive their opinion before accepting the referral of a child.

How long is the process?
A family must first complete their home study and dossier. Once the dossier is registered in Russia, families may wait anywhere from 3 weeks to 4 months for a referral depending on the characteristics of the child they are approved for. Once a referral is offered, you will receive an invitation to travel to meet the child. This trip is one week or more in duration and both parents are generally required to travel (there are some regions in Russia that only requires one parent travel). Then depending on the region your child is from, you will make a second trip 2-4 months later. Both parents must travel to appear at the court adoption hearing. One parent may come back to the U.S. after court while the other completes the legal paperwork and process. The 2nd trip generally lasts from 10-21 days.

Travel:
Two trips. The first stay in Russia is about 1 week. The second trip is from 10 days to 2 weeks unless the 10-day waiting period in imposed, then it will be about 3 weeks. The second trip is usually 6-8 weeks after the dossier is sent.

Traveling to Russia is the responsibility of the adoptive family. ALW recommends that couples allow for $2500 for the first trip and $5000 - $6,000 for the second trip for hotel, food, transportation and shopping. Expenses are somewhat controlled by the family (example: housing options may range from $75 to $200 per night depending upon the region).
